Selling or giving away pets in NSW
You can transfer ownership of microchipped pets to NSW residents instantly using the NSW Pet Registry. This convenient online process means owners can take a new pet home with the pet profile officially in their name.
Breeders must register puppies and kittens in their own name and pay the once-only registration fee if they are still in their care at 12 weeks of age.
1. Log in to the NSW Pet Registry and click 'Transfer a pet'
You'll find this button on the ‘Transfers’ page of your profile. Make sure to select 'Within NSW' and confirm you've selected the correct pet from the dropdown.
2. Enter the new owner's email and confirm
Enter the new owner’s email address – this must be the address they used to create their NSW Pet Registry profile. Confirm the transfer and you're done.
If the new owner does not have a NSW Pet Registry profile, use your profile to send them an invitation to create one for a seamless transfer and ongoing pet management.
Selling or giving away pets interstate or overseas
When an animal is being transferred interstate or overseas, the new owner is responsible for following the laws and regulations of the home state where the animal will be kept.
If a pet is still in NSW and is over 12 weeks of age, the breeder must pay the registration fee.
1. Log in to the NSW Pet Registry and click 'Transfer a pet'
You'll find this button on the ‘Transfers’ page of your profile. Choose the ‘Interstate’ or ‘Overseas’ option, and confirm you've selected the correct pet from the dropdown.
2. Enter the new owner's email and confirm
The NSW Pet Registry will send a confirmation email to the new owner with the pet’s details and guidance on what they should do next. They will need to independently research pet registration requirements in their state, territory or country.

Using paper forms
If you, or a new owner cannot create a profile on the NSW Pet Registry, you must fill out a Change of owner C3A form to transfer ownership of a pet.
The breeder is responsible for submitting the form to council for processing and must provide the new owner a signed copy of the C3A form for their records.
